Randy became an investment advisor in 1978 transitioning from an insurance background. In 1982 he became a registered representative and later a principal within the firm. Joe Lyons came together with Randy in a partnership with the mission to provide exceptional customer service and the highest standard of care to their clients. TRICORD Advisors, Inc. is the culmination of Randy and Joe’s journey and an illustration of how financial planning has evolved. The driving ambition was then, as now, to know as much as possible and respond to clients in a way that puts them first. Knowledge is paramount. This business is constantly changing and to rest on past knowledge will cause stagnation.
Our beginning starts
with Randy Barkley
In 2006 both Randy and Joe achieved the gold standard of accreditation by becoming a CERTIFIED FINANCIAL PLANNER™. Their goal to mentor other professionals is being fulfilled with the recent addition of Chris Marsh and Breanna Reish. The “fiduciary standard” became the company’s banner and putting our client’s interests ahead of our own was the guiding principal. Our intention is to advise clients through the complex maze of financial decisions. We have strategic alliances with CPA’s, attorneys and trust officers to provide a team approach to assist our clients to make the best decisions about their financial life that they can.
Establishing and defining the client-planner relationship
The financial planner explains or documents the services to be provided and defines his or her responsibilities along with the responsibilities of the client. The planner explains how he or she will be paid and by whom. The planner and client should agree on how long the relationship will last and on how decisions will be made.
Gathering client data and determining goals and expectations
The financial planner asks about the client’s financial situation, personal and financial goals and attitude about risk. The planner gathers all necessary documents at this stage before giving advice.
Analyzing and evaluating the client’s financial status
The financial planner analyzes client information to assess his or her current situation and determine what must be done to achieve the client’s goals. Depending on the services requested, this assessment could include analyzing the client’s assets, liabilities and cash flow, current insurance coverage, investments or tax strategies.
Developing and presenting the financial planning recommendations and/or alternatives
The financial planner offers financial planning recommendations that address the client’s goals, based on the information the client provided. The planner reviews the recommendations with the client to allow the client to make informed decisions. The planner listens to client concerns and revises recommendations as appropriate.
Implementing the financial planning recommendations
The financial planner and client agree on how recommendations will be carried out. The planner may carry out the recommendations for the client or serve as a “coach, ” coordinating the process with the client and other professionals such as attorneys or stockbrokers.
Monitoring the financial planning recommendations
The client and financial planner agree upon who will monitor the client’s progress toward goals. If the planner is involved, he or she should report to the client periodically to review the situation and adjust recommendations as needed.

Randy grew up on a cattle ranch in southwestern South Dakota. Randy attended South Dakota State and Pillsbury Baptist Bible College. Randy started his career in Sioux Falls South Dakota with an insurance company in 1976 where he later transferred to Long Beach, CA.. Randy established his own firm and moved to Riverside, CA in 1982 where he opened an office in the current location. Randy attended U.C. Riverside, and U.C. Irvine where he completed his CERTIFIED FINANCIAL PLANNER™ education coursework. In 2006 Randy earned his CFP®. In 2011 Randy converted his business to a Registered Investment Advisor by establishing TRICORD Advisors, Inc.

Randy married his high school sweetheart Barbara in 1973. Together they have three grown children and six grandchildren. Randy has served on the local board of the Alzheimer’s Association, Young Life and the School Board for Riverside County Christian Schools. Randy currently participates as a member of the Estate Planning Council of the Inland Empire as well as a member of the Orange County Financial Planning Association. The Barkley’s are active in civic affairs as well as their local church. In his spare time Randy enjoys gardening and family.
Joe grew up in southern NJ, just east of Philadelphia, and attended Villanova University, where he was a member of the NROTC. Upon graduation, he was commissioned an Ensign in the US Navy and assigned to a ship in San Diego, CA. Following a second shipboard tour, and two deployments to Vietnam, he served as an Industrial Engineer helping Navy facilities improve productivity. After earning his MBA at National University, he resigned his commission to begin his business career with Owens-Illinois as an Industrial Engineer. He spent several years in manufacturing management with Libbey Glass and finished his career with them as a Logistics Systems Manager. Joe earned a Master of Arts degree in Executive Management from Claremont Graduate University while working at Libbey. The closing of the manufacturing plant and distribution center in California provided an opportunity for an early retirement and the start of a new career in Financial Planning. He completed his coursework at UC Riverside and UC Irvine and passed the CFP® exam before starting his own planning practice. Several years later he merged with Tricord Advisors Inc. in 2011 and soon after became the Chief Investment Officer.
Joe is married to Therese and has three grown children. He resides in Chino Hills where he has lived since he left the US Navy. He enjoys his free time by gardening, bicycling, hiking, camping, and fishing. He and Therese share a love for traveling to interesting places, which recently included Iceland, Nova Scotia, Ecuador and the Galapagos Islands.
Chris spent his formative years in Norman Oklahoma, before moving to Riverside California where he graduated from John W. North High School. After graduation Chris spent the first eight years of his professional career in the United States Marine Corps, Chris transitioned into the civilian life by going back to college and studying for a B.S. in Business with concentration in Accounting. Chris joined TriCord Advisors, Inc. in August of 2012.
As a former Marine Corps Staff Sergeant and Iraq War Veteran, Chris has a passion for one of the most underserved segments in America, Military Veterans. As a member of the Financial Planners Association, Chris has offered his time to help those Veterans in financial need.
When not at work, Chris enjoys spending time with his wife Brandi, and their 3 children Caden, Colin, and Brooklyn. Most of their free time is spent at one baseball event or another, however Chris does find time for his other hobby, golfing.
